Position: Assistant Director-Accounting - Pay Range: $50,848 - $81,356*
* New hires and internal promotions will be paid within 10% of the initial pay range*
DEFINITION:
An employee in this job class is responsible for performing professional accounting work that requires knowledge of advanced bookkeeping principals, theories and practices as it pertains to the fiscal records and the established accounting systems of the BOE. Work is performed under the general supervision of the Directors of Elections and includes supervision over fiscal and clerical personnel. Work is reviewed for conformance with established policies, objectives, and generally accepted governmental accounting principles.
EXAMPLES OF DUTIES:
Applies principles of accounting to devise and implement a system of general accounting for fiscal records
Prepares and verifies the accuracy of the annual BOE budget
Supervises election billings for all elections in accordance with Missouri State Election Laws
Provides Directors, Board Members and other county departments with various studies and financial reports
Audits the collection and accounting procedures and practices; develops changes for improvement
Reviews all accounts; advises or directs cash receipt and expenditure account activities; petty cash; posts,
reconciles and balances general ledger accounts, receipts and disbursements
Responsible for State and Federal grants awarded to the BOE
Supervises mail room procedures, supply room inventory, print room procedures and capital asset inventory system
Responsible for property maintenance issues
Responsible for reports of injuries, workman’s compensation and property damage
Approve department employees time off, prepare performance appraisals, administer counseling statements and progressive discipline for accounting and mail/supply/print room personnel
Performs related work as required or assignedKNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of generally accepted public accounting principles, practices and methods
Considerable knowledge of accounting principles, reconciling procedures and financial reporting practices
Considerable knowledge of cost accounting, cost allocation and financial forecasting principles
Considerable knowledge of automated accounting system maintained on computers
Knowledge of BOE rules and regulations pertaining to election expenditures and costs
Considerable skill in auditing and proofreading reports, schedules, statements and essential election documents
Considerable knowledge of the laws, regulations, policies and specialized record keeping procedures used for the specific financial record keeping program of the work unit
Considerable skill in performing complex mathematical computations rapidly and accurately
Ability to gather and interpret information from various sources to produce timely and accurate reports
Some skills in operating various office equipment
Ability to make decisions according to laws, ordinances, regulations and established policies and procedures
Ability to maintain absolute confidentiality
Ability to organize work to complete tasks in a timely manner
Skill in operating a personal computer using Microsoft Word and Excel
Ability to establish and maintain effective working relationships with co-workers, management, vendors, outside auditors and general public
TRAINING AND EXPERIENCE:
Graduation from an accredited college or university with a Bachelor's Degree in Accounting or related field; four years professional level accounting experience; or any equivalent combination of training and experience.
